The adversarial relationship of the pluralist and socialist democratic theories characterizes the study of democracy as well as the study of urban politics. The author describes that relationship and then outlines a model which purports to ameliorate its adversarial aspects. Using the model to analyze two instances of neighborhood transformation on the Lower East Side of New York City, the author evaluates the efficacy of the model and its outcomes.
