Let us, for the purpose of this paper, define modernization as the processes by which an ethnic group, a nation, or a group of nations sets into motion the necessary apparatus for improving the various aspects of the life-style of its corporate members. Industrialization may or may not be included among the objectives for improvement. The purpose here, by using this definition, is to de-emphasize the role of industrialization, especially as a panacea for modernization. At the same time it is also necessary to de-emphasize the degree of Westernization and Europeanization that might be apparent in the modernization process.
