Abstract
How should government officials within a city be elected? Is a district system or an at large system superior? Many cities have had to examine these important questions prior to, and after, their incorporation. The answers to these questions are not clear and are very subjective. My purpose in writing this paper has been to try to examine the preceding questions as they apply to the City of Kalamazoo, Michigan.
