The focus of this paper will be an attempt to explain the factors which strongly influenced the decision to "go nuclear" during the formative years (the late forties through the mid-fifties). It is also an attempt to gain some insight into what went so wrong. My working hypothesis is "Trumanistic" because I expect to find that the decision to "go nuclear" was, for the most part, the result of highly organized and influential groups which had a vested interest in its development; namely, the U.S. Government, giant corporations, and university experts.
