    Abstract
    During the weeks of May 8 to June 15, I participated in a political science internship/seminar in Ottawa, Canada. The paper which follows is a blend of both practical learning and formal research. It is comprised of four basic sections: history, 1968 reforms, criticisms of these reforms, and new proposals for future reform.
