The Problem of World Hunger: Is Voluntary Aid the Answer?

In the early 70's world hunger awareness reached its peak. There was widespread famine in many third world countries. Public concern grew in the United States as well as government attention to the problem. A Presidential Commission on World Hunger formed under President Carter. In spite of all the awareness, research, and efforts to eliminate hunger there are still at least five million people in the world who don' t get enough to eat. The issue has died down without any significant progress being achieved. Why not? In this paper that question is explored.
