Abstract
The author will examine the health planning and
regulation system using Lowi's analysis of government
administration and agencies. I will focus on two aspects of
Lowi's theory: policy and representation. If Lowi is
correct, then health policy at the federal level is vague and
general. This allows power to be delegated down through the
administration to a level where agencies, such as Health
Systems Agencies, exist as another arena in the political
process. These agencies must define and implement the law
while interest groups bargain for the best deal. The result:
ineffective policy and a government that cannot plan.
