Abstract
An appreciation of international
relations during the 1980's requires an acknowledgment
of the fact that, despite the rhetoric we have expressed
concerning the increasing complexity and interdependence of
the world, the future direction of mankind hinges in almost
every significant way, upon decisions made in Moscow and Washington.
The United States and the Soviet Union continue to
define what they perceive to be in their national interest;
and each day, with greater or lesser degrees of ruthlessness,
they pursue those interests. The real world is one in which
power (be it political, military, or both), its acquisition
and maintenance, shall inevitably carry the day. That the
Soviets understand this point is evident. It is time we in
the United States did so as well.
