Abstract
In this project I have set out to provide an introduction to a fascinating social welfare law which provides relief from financial distress to hundreds of thousands of Americans annually. The text has been written as plainly and simply as the specialized subject matter would allow. In identifying the alleged shortcomings and excesses of the present legislation, I have attempted to provide the reader with an understanding of an increasingly important law, the virtues of which are sure to be strongly debated in our national legislature in the months and years to come. It is my hope that this work might leave the reader better equipped to understand the issues which these debates will address.
